Could my previous actions (email complaints etc) not be considered as pre-action protocol?

Your previous email was for them not to proceed with the debt collection.

Pre-action protocol is for trying to resolve the issues out of court , or before approaching the court regarding the dispute.

letter before claim is part of pre-action protocol, where you mention to the other party that you would be constrained to take legal recourse if the requisite action is not taken within the given time.

No, you have to send letter before claim for the small claims court proceedings.
