If your contract states that you were to pay a one off payment and you made that payment, please write to the person who is emailing you that you do not owe them any money as you complied with your obligation under the contract i.e. you made a one off payment and you require them to cease sending any further emails.
This usually helps.

Then unless he tells you that the payment he refers to is in addition to the one off payment and backs it up with the relevant contract clause I do believe you have nothing to worry about. You may want to respond to him and state that if he does not stop contacting you you may consider this as harassment.
