There is clearly no point in suing if there is no case.
I'm not sure what you want to sue for. On the facts you've presented above there is no claim and no particular complaint.
The extent of it is that they didn't take a crime report which they are allowed to do. They retain a discretion. It can be legitimately exercised for lots of reasons; doubts about credibility, allegation not amounting to an offence, not in the public interest to spend taxpayer's money on the allegation etc etc.
If you do have a claim then I will need to know what it is obviously to give any reliable advice.
But no, suing the police is not usually wise.

That's a very good idea. Spending money upon a claim that is unrealistic is not a good business model
