Can I get a detailed solution step by step with explanation.

Z-score = (raw score - mean) / standard deviation

Z-score = (40,000 - 60,000) / 7,000

Z-score = -20,000 / 7,000

Z-score = -2.8571

Using Z-table, we got:

P(x<40000) = 0.0021

But the table I have it has only positive values not negative

If you have only positive values, get the value of 2.86 and then, deduct it from 1.

The value of 2.86 is 0.9979

Thus, the value of -2.86 is 1 - 0.9979 = 0.0021
