what should he say to GP if GP says it is most likely due to depression and anxiety and is unwilling to refer him to a neurologist?

In that case at least he needs a referral to a psychiatrist since if it is anxiety and depression it's severe and he needs help to get back into the mainstream of life. The psychiatrist can then refer him to a neurologist if he thinks that's warranted
