I have sponnalitus of the neck and arealy worn spine to the point that when i bend down it feels as though my rib cage slips forward and afects my breathing and causes pain around my chest in my ribs and in my back is this possible

If you do not have enough support the the spine, the ribs attached to it will not be in place with bending.
So, you may experience breathing difficulty as well.
You should consider physical therapy to strengthen the back and rib cage muscles to help with respiration.
