This is Dr. David

this pain could be due to sinus inflammation or allergies

or possibly due to a pinched nerve in your neck.

or it could be due to scalp skin inflammation like dermatitis or skin infection.

do you have sinus congestion? or sinus pressure?

or arthritis in your neck which can cause pinched nerves?

how old are you?

are you taking any medications?

This is a condition known as occipital neuralgia. This is due to a nerve in the back of your head. Usually it occurs after trauma or an accident like a whiplash injury. It can be diagnosed by a neurologist with physical exam, history and a test called an EMG It is treated with steroid injections into the scalp I recommend you see a neurologist for this.
