I would try over the counter anti scar tissue cream like mederma for 3-6 months and see if that helps first.

because your neck is exposed to more sunlight than your chest.

you should cut out sun exposure if you don't want the sun exposed areas to be darker.

you need to stay out of the sun and have even sun exposed areas when you go out into the sun and over time, your skin will be more even skin tone.

more sun exposed areas will become darker over time.
