This is Dr. David. I am reviewing your question now and will be with you momentarily.
you can use mederma scar tissue cream
there are many different whiting creams over the counter
one is not proven to be any better than others.
I would try taking glutathione supplements daily which can over time have the effect of lightening the skin color.

you can try this
it doesn't sound like you have dead skin
can you upload a photo of this area on your skin from toothpaste darkening?

I would try over the counter anti scar tissue cream like mederma for 3-6 months and see if that helps first.
they would need to do laser treatments to the skin like carbon dioxide laser treatments to help remove pigmentation from your skin.
it is cosmetic.
most likely not free
different private dermatology doctors charge different amounts.
you haven't showed me a photo of the area
I suggested you take glutathione to help lighten your skin
you can also continue to use over the counter whitening creams.
I don't know of one which is not expensive in the UK
you can try going to a university hospital in the UK in london.
I can't see your skin and assess your skin at this point until you upload a clear photo.
those are normal veins under the skin causing those dark lines.
it is normal for the skin of the neck to be darker than your chest
because your neck is exposed to more sunlight than your chest.
no, there is no treatment for this discoloration of your body.
you should cut out sun exposure if you don't want the sun exposed areas to be darker.
you need to stay out of the sun and have even sun exposed areas when you go out into the sun and over time, your skin will be more even skin tone.
more sun exposed areas will become darker over time.
that is how the skin reacts to sun exposure
you can see a dermatologist
that is a good idea
