Based on the appearance this is likely Tinea cruris or fungal infection of the groin a severe one.
You can start with over the counter Canesten cream twice daily for 14 days.
Steroid cream may help with the itching a bit.
If canesten does not improve the rash, you will need a clinical evaluation by a dermatologist and probably oral antifungal therapy after confirmation.
Means treatment with oral tablets if topical canesten does not work.
Another possibility is inverse psoriasis --this is an autoimmune condition.
I think this needs to be confirmed by a skin biopsy --only done by a dermatologist.
Treatment will be with prescription medications --topical calcitriol and tacrolimus ointments.
