she work in a warehouse in cold area and she needs to lift some heavy staff and sometimes she said that was having some pains but no osteoarthritis

I am so sorry to hear about that.

There are couple of things to consider:

First it can be arthritis change in shoulder secondary to heavy lifting at ware house and causing this problem.

It can be very small undisplaced fracture as well. As she cannot even lift her arm.

Thirdly We need to consider the infection of shoulder joint.

I would advise an urgent visit ot hospital for X-ray and physical examination with Trauma & Orthpaedic team.

Yes, it can be hairline fracture.
