I’ve received a recommendation on a rash around the groin area, one said it’s eczema and the other said it’s a fungal infection, however, I’m looking for a third opinion now.

It is a fungal infection

You need to apply a topical anti-fungal cream like Clotrimazole

Hopefully that will settle the rash completely

This occur at times due to sweating in groin

this is where the issues presents itself.I’ve used Terbinafine OTC for over 3 weeks without any change. I’ve also tried apple cider vinegar 2x daily for 2-3 weeks, I’ve been prescribed Daktacort and that did nothing. All what should work for fungal infections, nothing has done.

You may need an oral anti-fungal to get rid of it

what makes it a fungal infection not eczema or psoriasis?

Usually eczema is quite widespread and psoriasis have a typical scaly appearance
