Best would be to use antibiotic cream
or if needed tablets of antibiotics
There is a possibility of tinea also actually if you have Tinea on other parts of body
I would suggest try hydrocortisone cream initially and if does not respond then need antibiotics cream containing Mupirocin

Why you think it is herpes?
Usually herpes is very painful
Plus it comes in the form of vesicles
So this one is not painful and just mild itchy and shape most likely indicate Folliculitis

Here it looks like herpes also to be honest
I would suggest you should have a swab test to confirm the diagnosis
If you had herpes before in the same area then it could be herpes also
When you have limited history, it is difficult to make a diagnosis just by seeing pictures
what was the diagnosis when you had that lesion before???
Now you should get swab then
to see what it is
Either herpes or folliculitis
I would stay more with folliculitis
