i'm being refused access to a network folder how do I do that

The network folder is being shared and requires user permissions assigned to it in order for you to access it.On the share settings, there are permissions that must be set to allow access to your user account.Do you have access to the server or drive where the network folder is being hosted / shared from so you can set the share permissions?
