I have a honda crf250r every time kick start it carburetor so it seems that instead of sucking in air at the carb it's blowing out the carb and compression out the exhaust is low

The intake of your engine should be a one way street, nothing should ever blow back, if you are experiencing this issue, the intake valve is open during the compression stroke, this can usually be fixed with a valve adjustment.
