Hi 4 week pregnant and I add blood test on Saturday my hcg levels were 354 today is Monday and my hcg levels are 304 is this a miscarage I have no bleeding at hall

Yes, I'm afraid this is a miscarriage. Hcg levels should always be rising early in pregnancy, never falling.

There is no bleeding because the miscarriage hasn't begun yet. Usually the bleeding and cramping and actual miscarriage occur weeks after a pregnancy has died.

Since you're quite early, the miscarriage symptoms will probably be fairly mild, maybe not too much more than an extra heavy period with extra cramps.
