Make sure to clean the blade, and its surroundings, thoroughly.

Then, check whether you have a bent mechanism / part:
Power the printer Off, then unplug it.
Then manually move the cut head assembly to the far left position, and manually engage the sheet cut mechanism.
Then move the cut head assembly slowly to the right, and see if it stays down and in position to actually do the cutting.

If the cutting mechanism is out of track / bent, it will cause this otherwise-normal-but-not-cutting condition.
