i have a panasonic KX-DT543 phone system and the outside line is constantly on and am not able to make or receive calls.

Hi there and welcome

Please remove the power to the base unit and the batteries from the handset
Then wait 10 minutes, connect the power to the base unit, put the batteries in the handset and tell me if it then functions correctly.

it is a desktop unit. hardwired to the wall. do i just disconnect the power to base unit

He did a line test and said there was no problem with the line but as i was talking to him the line went live and is back working again.
