Is it constantly running into the pan?

Is it a push button flush?

Ok.
It will be the bottom seal, this drops back down when you release the flush button to create a seal.
It is either damaged or not sitting correctly.
Try pressing the button a couple of times quickly to see if it will lift and drop sufficiently to shut the water off again.

when i flush the water stops running into the pan but starts again the moment the water level in the tank reaches the height of what looks like a vertically standing pipe which i would assume is the overflow?

as the water seems to be entering this pipe and froi found my laptop with the charger port completely damaged such that the plastic casing of the computer was raised and slightly cracked and I am unable to insert the charger and have no way to charge my device .I am going to sleep now but would appreciate an answer from there into the pan

even if i push the float down the toilet continues to run

Pushing the float down will make it fill, lifting it up should close it off.

It sounds like you need a new washer fitted to cure this.

I think a plumber would be a better option if you have never done this before
