My spa heater keeps cutting of after a short time
JA: Is your heater gas or electric? How old is it?
Customer: We purchased November 2019 it is electric
JA: How long has this been going on with your heater? What have you tried so far?
Customer: we set it up Monday this week after winter storage
JA: Anything else we should know to help you best?
Customer: we put new filter in bubble work ok

What is the model number of your heater, and what do you mean by cutting off (does it trip the electrics, switch it self off or go into a idle mode)?

Where the heater is tripping the RCD its likely you have an earth leakage fault which means a new element is required.
