Does it go higher than 3000 while driving?
A lot of cars are programmed to not rev high in neutral.
It is to stop people from revving the engine unnecessarily.
Yours sound normal to me.
If the car is normal performance while driving, and only free revs to 3000 rpm in neutral or park, this is normal.
