I have a HP Deskjet 460 printer and it will not let the paper go through.also it will not turn of on the button so I have ton remove the bettery. help.

Please explain in a little more detail what you mean by the paper not going through. Do you mean that the paper path is blocked? or that the printer does not respond to print jobs sent to it?

The power button not working to turn Off the printer, I have to warn you in all honesty, is not a good sign at all. Please tell me how old the printer is, in months or years since it was purchased as a new printer?

It is possible that your printer is 'broken'. The failure to respond to the power button to turn Off is a typical symptom of circuitry failure.

If it is less than a year old, measured from its purchase date, then you should contact HP UK and put in a failed-within-warranty claim on it, for service or replacement free of charge.
