My name is ***** ***** I will assist you.
The mortgage deed has to be signed by the person that is actually taking out the loan (borrower) and giving the bank security.
As it is a deed it has to be witnessed.
The bank in all likelihood wont sign it, because they only have benefit under the mortgage deed and not a burden. Can I be of any further assistance?

do they never sign even if there is a place marked on form for sign and stamp

It is not that they don't ever sign the deed but if there is no obligation on the bank under the deed then there is no need for them to sign it. The only obligation is on the borrower.
