A local authority has passed a resolution allowing planning permission subject to various conditions. If an application is made for a Judicial Review (the risks are appreciated) is the time limit for applying for permission by reference to the date of the vote of approval by the Committee or the date when the decision is actually issued by the Authority?

Court office has sent back application as no copy of decision enclosed (oral decision only at this point)

I am not clear.
Is the date I need to work from the date the permission was granted by the committee vote or the date the authority post a notice stating "decision issued' on public website
Also is not the time limit for planning matters now six weeks
