thanks, ***** ***** a mortgage lender needs planning permission for a self build mortgage to be released then should a local development orderbe ok/thensame for this purpose?

The lender has to be satisfied that planning regulations have been satisfied and their default position will be that planning permission has to be exhibited. If the actual position is that a local development order covers the develop,net to the extent that planning is not required then evidence of this should be exhibited to the lender which will normally relax the mortgage condition that planning permission is required
