Outside the house facing gardens, garages (mainly mine) and house windows
Who owns the outside? Does it just cover bits of communal land or a lot?

The land is part of the estate therefore owned by the residents.
The problem you have is this, you can only have cameras pointed on your land and directed at your land. If it skirted land not owned by you, that would be ok, subject to it focusing on your own land. But to have it pointed at the gardens, garages and windows would not be acceptable.
You need to point it and cover only land and areas owned by you wholly.
I am sorry if this is not the answer you want and certainly not the one I want to give you, but I have a duty to be honest.
