My neighbour plans to build another house in his back garden, There is a covenant stipulating only one dwelling, which he is ignoring. What can I do?

Only the person with the benefit of the covenant can enforce it.

Do you know if you have the benefit?

The planning department may not be interested in the covenant as that is a legal issue not a planning issue. you could raise it as one of your objections.
