Someone has asked me to enquire as follow; Is it a criminal

Someone has asked me to enquire as follow; Is it a criminal offence or anything wrong with ;should the person contact someone and ask for something that person stole to return it ;so the matter can be resolved peacefully otherwise they will have to go to the police to report ;the overwhelming evidence of experiencing blackmial at the hands of this person(thief) who has the stolen property; should the thief say no and tells the police this person asked for what I have (bearing in mind theft property but will not admit they stole it) and this other person told me to return it so they will drop the matter of blackmial; would this be in anyway illegal the Someone said this communication to the thief;as shouldthethief say no you cant have back then the someone will want to report balckmial ;reason for why the person wants to if it is legal to say this communiaction to the thief ;it is really ;lets put an end to these wrongs ;put it right;otherwise consequences/stress bringing in the law .So my question to you ;Is; is it legal for the someone to say those words to the thief;to try this resolve(the communication side of this;the wording) as a last resolve as just maybe the 2 can settle this;also to poss complicate the matters ;the thief has said ;do not contact me even by a thrid party or I will procecute; so is it illegal should thesomone want to say "return the theft andI and I will not pursue balckmail thief did to the someone";Kindly please clarify the legality of can you say (the resolve words) to the thief.
