Hello, Can I become a landlord without owning the property. i.e. my brother moves out but I will live in and manage the property

Thankyou. Do I require a formal contract in the UK to prove this or oral contract suffice. Also If I am the landlord I assume I will be liable for income rental tax

It would sensible to have a written agreement in place. Yes, tax would be payable on rental income.

Would a tenant be deemed as a lodger if I live in. I assume as I will be collecting the rent, my income would be taxable?
the main difference between a tenant and a lodger is that a lodger usually lives in the same property as the Landlord. By contrast, a tenant is someone who pays rent for a property you own but do not live in. Further, tenant's have more rights than lodgers which are covered in a tenancy agreement.

No you would not for a Lodger. I wouldn't be able to comment on whether it would be tax efficient for you. I would suggest that you consult a tax advisor on this point.
