With regard to livestock fencing, is it the farmer's responsibilty to fence in livestock, or the adjacent landowner's responsibility to fence it out?

The Animals Act 1971 makes the owner of livestock strictly liable for any damage caused by their livestock by trespassing on anothers land. Therefore it is the owner of the livestock's responsibility to ensure there is an adequate stock proof fence in palce to prevent trespass onto adjoining land less the owner be liable for damage the livestock cause.
