I owe a credit card company money must they accept a payment plan from me I'm unemployed and on benifits

They do not have to accept a payment arrangement, however, if they take you to court you can apply for a payment arrangement with the court. As this is likely to be granted, it would be unlikely that the credit card company would not take a realistic view of your circumstances.

You should make the offer to them by letter if you can't communicate with them by phone.
