To become bankrupt in Scotland you have to live in Scotland, yes.

What if I have an address in Scotland but am not resident there at the moment? I am Scottish by birth, currently in England. How strict is the rule?
Where you were born doesn't matter. If you live outside Scotland you can't make yourself bankrupt in Scotland.
