You can't put anything on a fence which isn't yours so if it's your neighbour's fence you can't put anything on it.

If the fence is yours you can, subject to there being no danger to any person (including uninvited persons). So if a person hurts him or herself because of barbed wire on the fence that you have put there you could be personally liable for the damage caused even if you have put up a warning notice.
