Customer Question

Seeking legal advice, as decided to apply for Right to Buy at the last minute from local council, which you will know ended on 31 July/1 August 2016. Received a refusal today (2/8/16) stating due to unaware council tax arrears. Offered to pay small amount but council still state they will not accept application. Naively thought I could have sorted this out but state even gaining legal advice I cannot go ahead. Can you help?
