So engine runs until load is applied, then it stops? Does engine die or just won't carry the load? Does this tiller have oil pressure switch that might kill engine if oil gets low? If not, and it just stalls, the flywheel is not the issue, maybe a carburetor that is not letting in enough gas or governor is taking the throttle to the full open position. Have you checked the carburetor float and needle valve for any debris?

no oil pressure switch just wont carry load dies down and stalls i do wonder about carb ass it needs full choke to fire then 3quarter choke to start i have not checked carb thanks

I think you will find it is carburetor or the fuel supply to the carburetor.

hi i replied last night but try again it has no oil pressure switch when i
put tines in the ground it digs for about 4 seconds then you hear the load
coming on it and quicklly dies out even if you lift it out quickly it does
not recover your theroy about the carb is interesting as when starting it
wont start on full choke it fires once then you back of choke to 3quarters
on it then starts i have not checked carb the carb has no float it is
mounted by 3 screws to top of petrol tank it has a plate on side which i
think would contain a diaphram could there be dirt in carb

Yes, tank mounted unit will have a tube that goes into the tank, with a screen on it. And a diaphragm in it, which acts as a fuel pump also. Plus the mounting gasket and flange have been known to cause issues. Here is a link to a Briggs tank mounted unit. This is for older engine, later engines use a cheap , plastic carburetor! ---
