Briggs & Stratton Model 219807 on MTD Ride on. When turning

Briggs & Stratton Model 219807 on MTD Ride on. When turning starter key the engine fires a couple of times and then dies. If the engine is left for a while it turns over several times but then dies, if you then try to start the motor immediately it will turn over once or twice but then die. Petrol is getting to the carburetor.

Here is link to basic Briggs carburetor above. It sounds like the needle valve and float are not letting enough fuel into the bowl of the carburetor. Or the main jet , the center part in the carburetor is plugged. You would need to remove the bowl, and check flow into it. It should bowl in a few seconds.
