How does the stop wire work?
JA: What specific tool or machine does this involve?
Customer: Earthquake Rotavator
JA: How long has this been going on? What have you tried so far?
Customer: Will not start after carburettor was stripped and cleaned thoroughly. Spark plug does not spark when held against cylinder head while engine is turned over
JA: Anything else we should know to help you best?

Stop wire has to ground out the spark to kill the engine, sounds like the wire is grounded, and needs to be checked, the switch on the throttle is likely the problem, keeping the wire grounded. If you remove the kill wire from the coil, and you have a spark, you know it is the wire or the switch.
