What is the model of your phone?
The moisture detected indicates that the charging port is wet or sensors detected moisture. You can soft reset or force reboot it. Press and hold down the Power button and Volume Down button at the same time for 10-20 seconds or until it shows the Samsung logo. This will force reboot it.

The moisture is in the port, so when it is detected, don't charge it. Clean the charging port using a tissue or a piece of cloth (with the help of a toothpick or paper clip). Then you can turn it on.
