Are you setting your Gmail up in Outlook 2016 for the first time?
Thank you. I suspect this is happening because Google considers third-party email clients like Outlook to be
less secure so it falls upon the user to tell Google to allow access via a security change.
Please go here and sign in (if required in the upper right corner) to your Gmail account: https://security.google.com
From the vertical menu on the left select Apps with Account Access.
Toward the bottom locate Allow less secure apps
and on the right move the slider to the ON position.
This setting will allow Outlook to use your Gmail address without the challenge.
Also go here: https://mail.google.com/mail/u/0/#settings/fwdandpop
Enable POP and IMAP and Save Changes at the bottom
