I have been looking for other employment and thought of joining an agency, but have been told if I do this I would not be able to claim working tax credits or child tax credits as hours are not guaranteed , is this correct

As far as I am aware no, but you may be involved in ongoing correspondence with the Tax Credit Office as your hours change. It is a laborious and boring process. Initially you will have to use last tax years figures for your claim.
