Hi.
As far as I'm aware, there is no tax on international money transfers, only the fees banks and companies like Western Union charge. Fees are usually paid by the sender but it can work the other way. If you are being asked to pay "taxes" before a sum of money is sent to you, I would venture to suggest that it is a scam to defraud you. Ask yourself if you were expecting to receive money from Mexico and whether you know the person who has contacted you.
