My question relates to class 4 NI contributions:
(1) I was 65 on 19 March 2013;
(2) My accounting year is 1st February 2013 to 31 January 2014
for the Tax Year 2013/14.
Am I correct in believing that I am not required to pay class 4 contributions
in respect of Tax Year 2013/14 given that I was 65 before the start of that Tax Year?

As you reached state pension age before the start of the 2013/14 tax year on 6 April 2013, then you won't pay Class 4 NIC for 2013/14 on your self-employed profits for the year ended 31 January 2014 notwithstanding the fact that some of those profits were earned before 6 April 2013.
