I set up a company in Jersey, Channel Islands. We want to expand to Mainland and set up another company there. What is better for us from taxes point of view, to set up a company that is owned by the business located in Jersey or by partners who created it?

Taxation wise it is probably better to use a Jersey based company. However, as you will know operating in Jersey it does not come cheap, it is big business there.
It just depends om how big you anticipate the company to grow.
