I have a contractor quoted me £10 for laying decking, do I need to pay their overheads, tex, petrol and national insurance

A contractor will quote a price which will enable home to make a profit, ie cover his overheads, tax , NIC, motor expenses, whatever they may be. He wouldn't normally mention his overheads separately. You don't have to pay anything if you aren't happy with the quote. All you have to do is to decide whether the quote for the work you want done is acceptable or not. However, no contractor will work at a rate of pay which means that he is losing money. You wouldn't do that and nor would I.
