I am to get an electronic bank funds transfer from Lloyds Bank, London (Buyers Bank ) to Citibank, NYC - my bank and I am the Seller. This is being held up as I am being asked to pay a Tax Clearance Fee of 2.6% of the Funds Amount. Questioning this.
