Had you previously submitted a UK tax return?
That is the reason that HMRC have sent you that letter. Whenever you have previously submitted a UK tax return, HMRC expect one in the following year as they expect your circumstances to be the same.
It's not an issue as all you need to do is phone HMRC (https://www.gov.uk/government/organisations/hm-revenue-customs/contact/self-assessment) and explain that you no longer require a tax return, because you have left the UK, and they will cancel the request for a tax return.
The offer for a phone call is sent by the website, rather than by myself.
