Customer Question

Can a person be fined for driving without a licence although they have not been caught and there is no proof

The short answer is no. In order to secure a conviction, the police have to prove beyond a reasonable doubt that a) the person was driving a motorvehicle and b) at the time did not have a licence. Without these elements there is no case.
