Do I have to send my driving licence off when I get points? I have paid the fine and have a new licence.

I got 3 points for speeding.

My fixed penalty notice says I send my licence but as there are no paper counterparts now why would I need to send my licence if it is all computerised now?
Yes, you do have to send both parts of your licence in.
If you don't they won't add points and the fixed penalty will be removed.
The hope long term is that computerised records will do away with the need to do that but it hasn't happened yet. It is one of the DVLA's demands at the moment and if people don't comply they just send the case back to court for prosecution.
