My notice of intended prosecution (36mph in a 30 limit) states that the offence occurred at '10.48'. Should it not say '10.48am' otherwise it could have been at 10.48pm?

Sadly that does not make it invalid. If you contested this it would go to court and if the issue was the time the prosecution could simply apply to amend the information to show am or pm.
