I went to court 7 years ago for driving my neighbours car without insurance, and going into the back of someone's car at 5 miles an hour, I was charged 300 for it and lost my licence for 18months I then had a letter come thro asking for money can they do this?

It was a private letter, not from a magistrates, wanting 9 thousand pounds.. My neighbour knew I wasn't insured and let me take her car
