I was approaching a junction at which I was about to take the right turn and immediately beyond the junction was a parked mobile camera van.
The first photo from the Notice of Intended Prosecution records that it was taken at a distance of 601ft and a speed of 36mph and the second at a distance of 386ft and a speed of 34mph.
Is there a minimum measured distance of travel before a valid prosecution may be brought?

No, in short.

As soon as you enter a speed zone you are required to have reached the appropriate speed and make any adjustments earlier.

There is no tolerance at all. Upon entry you are required to be at the speed in question.
